Romania's stable population was 19,043,000 people, of whom 18,384,000 were present for the census in October 2011, and 659,000 temporarily absent. Of the total stable population, 10,054,000 people lived in cities and towns (52.8%), while 8,989,000 people lived in rural areas (47.2%).

According to the size of the stable population, 22 counties have less than 400,000 people, accounting for 35.6% of the total, 17 counties had 400,000 to 700,000 inhabitants (47.9%), and two counties had more than 700,000 people (7.7%). Some 1,678,000 people (8.8%) lived in Bucharest.

The counties with the largest population were Prahova (735,900 people), Iasi (723,600), Cluj (659,400), Timis (649,800), Constanta (630,700), Dolj (618,300), Suceava (614,500).

The least-inhabited counties were Tulcea (201,500), Covasna (206,300), Salaj (217,900), Mehedinti (254,600), Ialomita (258,700), Giurgiu (265,500), Caras-Severin (274,300) and Bistrita-Nasaud (277,900).

In 13 counties, more than half of the population lives in cities and towns; the counties with the highest urbanization are Hunedoara (74.1%), Brasov (71.2%), Constanta (67.9%), Cluj (65.9%), while the counties with the lowest share of people living in urban areas are Giurgiu (27.9%), Dambovita (28.3%), Teleorman (31.3%), Neamt and Calarasi (35%).
