EP adopts free circulation resolution, rejects collective responsibility

With 306 votes for and 186 against, the European Deputies adopted on Thursday, at the plenary session of the European Parliament from Strasbourg, the resolution proposed by the European Socialists regarding the enforcement of the Directive 38/2004 about the right to free circulation in EU.

The Resolution reasserts the value of the free circulation of persons as fundamental principle of the European Union, constitutive part of the European citizenship and fundamental element of the internal market. “Motives for expulsion can be only reasons of public order, public security and/or public health, and such reasons cannot be invoked for economic purposes,” reads the Resolution. It is also stressed that any measure must “be proportional and based exclusively on the personal behaviour of the individual, and not on general prevention reasons.”
