Romanian Parliament Allows Govt To Submit 2010 State Budget Draft

The Romanian Chamber of Deputies Monday unanimously adopted the draft law giving the Executive the power to initiate draft laws on international agreements, the state budget and the social security budget for 2010.

The act amends article 26 of Law no. 90/2001, so that in extraordinary situations which bear no delay, the Government is allowed to initiate legislation to ratify international treaties, the draft state budget and the draft social security budget.

President Traian Basescu on Tuesday said that, although the Parliament rushed to adopt amendments to the government law, he will not pass the law, stressing the real reason behind this move is to keep the country's caretaker government in office instead of instating a new Executive.

Romanian caretaker Prime Minister Emil Boc on Tuesday urged the Senate to amend the law organizing the government so that the ousted Cabinet can also enact, besides the 2010 state budget and fiscal liability laws, the unitary pension law, which must pass until the end of the year, under the lending agreement with the International Monetary Fund.

Romania is currently run by the minority democrat liberal government ousted in a no-confidence vote mid-October and the country's chances to have a full-power government before presidential elections on November 22 are slim, considering a Parliament majority of 65% is set to reject the Cabinet formed by Prime Minister-designate Liviu Negoita.
