Six People In Romanian Baneasa Airport Management Indicted In Procurement Fraud Case

The National Anticorruption Department has indicted Florin Paul Fulger, the airport company's general manager and later technical manager, Iuliana Pop, economic manager, and Dorian Vlasceanu, legal counsel, for aggravated and repeated abuse of position contrary to the public interest.

Monica Catalina Tuser Conciu, head of the airport's public purchases department, and Emil Jernoiu, technical manager, have been indicted for aggravated abuse of position contrary to the public interest.

Stefan Mladin, general manager, has been indicted for negligence.

According to the charges, on February 20 and May 14, 2007, Paul Fulger, Liliana Pop and Dorian Vlasceanu signed two additional papers to a contract for repairs on the Baneasa Airport's runways. The contract had been signed with SC Romstrade SRL.

The two documents changed the formula according to which the price was updated, to a formula that was incompatible to the legal provisions applicable to this type of public procurement contract, and which was later applied to additional works.

The new formula obligated the Baneasa Airport Company to pay the supplier the excessive sum of RON23,675,859, causing losses to the airport of RON8,443,649 and to the state budget of RON15,232,210.

The airport and Transport Ministry are the plaintiffs in this case.

The prosecution placed distraint on the real estate property owned by Liliana Pop, Emil Jernoiu and Monica Tuser Conciu.

The case will be heard by the Court of Bucharest sector 1.
