The draft allows vacant positions to be filled by contest in 2012, within the limits of the maximum personnel expenses approved for each institution, as follows: vacant specialized medical, auxiliary and paraclinic positions, vacant positions from other staff categories, management positions and vacancies in the structure of the public health departments and Health Ministry.

The act applies to units in the Health Ministry's network, as well as medical units under the authority of ministries and various institutions, the Romanian Academy, the National Institute of Medical Expertise and Work Capacity Recovery, and any healthcare structure whose management has been transferred to the local authorities.

The draft decision will be available for public debate until February 10.
