Romanian Draft Constitution: Single-Chamber Legislature To Debate Same Bill Twice

Romania's proposed single-chamber legislature will debate and vote on bills in two successive readings, at least 30 days apart, says the draft revised Constitution, published Wednesday by the Presidential Administration.

In the first reading, the lawmakers will debate and vote on individual articles. In the second reading, they will do so again but will also vote on the entire bill. In exceptional circumstances, the majority of MPs may approve reducing the 30 day waiting period and adopting a bill through an emergency procedure.
