The motion received 60 votes for, 67 against and one abstention.
Social Democrat senator Titus Corlatean said last week the motion is directed against minister Baconschi for his recent statements regarding the bill on postal voting and the votes the ruling Democratic Liberal Party will get after the bill takes effect.
The motion also touched on issues regarding Romania's failure to join the Schengen Area in March this year.
