Romanian President Promotes Law Allowing Govt To Issue Ordinances During Parliament Recess

Romanian President Traian Basescu promulgated Wednesday the law allowing the government to issue ordinances during the parliament’s summer recess, the president’s office informed.

The law allows the government to issue ordinances in sectors that are not the object of organic laws.

The draft stipulates the government may issue ordinances regarding the public finance sector on the following topics: revision of the 2008 state social insurance budgets, regulations in the education sector, the granting of state budget funds for Phare projects and the enforcement of provisions of the emergency ordinance on Romania’s public debt.

In constructions, the government may set measures to eliminate the danger of collapse for buildings considered public safety hazards, may change the law regarding urban planning and landscaping and the law regarding the energy efficiency of buildings.

In the agriculture sector, the government may issue ordinances regulating the production of foods destined for commerce, may set protection measures against the introduction of quarantine organisms damaging to plants or vegetal products.

The government may also issue ordinances protecting Dacian citadels and historic monuments.

The draft law stipulates the ordinances issued by the government will be forwarded to the parliament for approval until the parliament resumes session.
