The Romanian State Inspectorate for Constructions (ISC) filed criminal complaints against four people involved in the control of works at the Bucharest Baneasa passage, including the site foreman from the National Roads Company, following the incident occurring Friday where three workers died.

The constructor at the Baneasa Passage is Portuguese firm Lena, which subcontracted some of the works, while the beneficiary is the National Company for Highways and National Roads in Romania (CNADNR).

The accident was caused by the fact that the firm performing the works, Macroconstructii Impex, failed to observe technical rules in the bypass of sewage and water networks, namely the ditch was not supported to a depth of six meters, in accordance with the blueprints, said the ISC in a press release.

"Following the conclusions reached in the investigation unfolded by special inspectors, (...) the Bucharest Ilfov ISC filed today, May 25, criminal complaints against the people in charge with the perform and control of works, namely the working point foreman, the technical supervisor, the quality control supervisor and the site foreman on behalf of the National Company for Highways and National Roads in Romania," the document reads.

Three workers were trapped under dirt in a ditch cave-in on the Baneasa Passage construction site, across the street from the Baneasa Airport. Authorities struggled for 12 some 12 hours to free them.

The general manager of CNADNR, Dorina Tiron, told MEDIAFAX Saturday that works on the passage will not be delayed, since they are only halted at the spot where the accident took place, pending the completion of investigations.

Lena representatives said safety measures were the task of Marconstruct, according to the contract concluded between the two companies.
