President On Cabinet Appointment Dispute: Romania Does Not Have A Prime Minister

The president said that the regardless of the Constitutional Court’s decision on the matter, it will not ultimately resolve the problem, which he considers entirely political.

“The Constitutional Court cannot resolve the problem, because the problem is not constitutional but political. I will tell you the two causes of this political problem: the first is that Romania does not have, de facto, a prime minister. The second cause is the inability of PSD (Romania’s ruling party, ed.) of making any type of politics,” said the Romanian head of state.

He confirmed that the prime minister called him on Wednesday to inquire about the situation, but that she previously only sent written requests to finish the analysis of the appointments, without seeking a dialogue.

“We are not here to send papers around. We are appointed here to solve Romania’s problems, and that is done by institutional dialogue,” he added.

Romanian Prime Minister Viorica Dancila announced at the start of Friday’s cabinet meeting that she notified Romania’s Constitutional Court regarding her dispute on cabinet appointments with President Klaus Iohannis, who is delaying the appointment of new transport and development ministers

Klaus Iohannis rejected proposals for the two ministries in a government reshuffle in November. After the ruling Social Democrat Party (PSD) forwarded two other proposals for the offices, Iohannis said that this amounted to “a second reshuffle within a week” and that he will not make a decision until after National Day celebrations on December 1.

On Wednesday, the head of state said that he was still “analyzing” the new proposals, for Mircea Draghici as transport minister and Lia Olguta Vasilescu as regional development minister.

In the meantime, the two ministers currently in office – Lucian Sova and Paul Stanescu – have both decided resign at their party’s request, despite the fact that President Iohannis did not sign their dismissal decrees.
