Romania has not managed to sustain the reform momentum it had gained mid-2009 and the capacity of its judicial system has been affected by staff losses, the European Commission said in its justice report released Tuesday.

EC Report: Romania Didn’t Keep Reform Momentum, Has Limited Results

"During the last six months, Romania has not been able to keep the momentum of reform it had established by mid-2009. The recent electoral period led to a delay of the parliamentary discussion of the draft civil and criminal procedure codes, whose adoption will be a vital next step in the reform process. In addition, the capacity of the judicial system has been put under further strain by net staff losses and the protests during September," the European Commission said in its interim report on Romania.

Romania, which joined the European Union in 2007 together with Bulgaria, was imposed a cooperation and verification mechanism (MCV) in the justice sector. Under the mechanism, the country must consolidate transparency and efficiency in the act of justice, report and monitor the impact of its new criminal and civil procedure codes, set up an integrity agency to screen officials' wealth and find possible cases of incompatibility with public office and tackle corruption.
