If Bucharest's central election bureau allows his candidacy, Cernea will run against conservative Liliana Minca, former head of the Romanian Lottery, and TV host Teo Trandafir.
A lawmaker seat in the Chamber of Deputies, in a constituency of capital Bucharest, has been vacant since early February, when conservative Daniela Popa resigned to accept a position on the board of the country's insurance regulator CSA.
Cernea was Green Party's candidate for the presidential elections held in 2009, when he secured less than 1% of the votes.
