Romanians willing to find a job abroad are obliged to entrust their children, who remain in the country, to a family member, or they will be fined 2,500 lei (EUR1=RON4.2175) up to RON10,000, according to a legislative initiative tacitly adopted by the Romanian Senate.

Romanians Willing To Work Abroad Obliged To Entrust Children To Relatives – Senate

The legislative proposal regarding the protection of minors whose parents work abroad was tacitly adopted by senators, who failed, however, to vote on the amendments proposed by the Senate’s committee for labor, family and social protection.
 
The initiative, signed by democrat liberal senators Anca Boagiu, Mihail Hardau, Constantin Igas, Alexandru Mocanu and Gerard Necula, stipulates that Romanian citizens who have children and also want to get a job abroad, are obliged to inform the Public Social Assistance Service (SPAS) or the Local Council in their hometown on their intention to work abroad within 40 days before leaving the country. 
 
Failure to observe this legal provision will trigger fines ranging from RON2,500 to RON10,000. The same fines will be applied for failure to entrust one’s children to a relative.
 
Furthermore, the same legislative initiative stipulates that teachers are obliged to inform SPAS as soon as they take note of any "form of abuse" on a child whose parents work abroad are was entrusted to a guardian. Failure to observe this provision will also trigger fines for teachers, ranging from RON5,000 to RON15,000.
 
This law will be applied for all cases in which both parents or the sole parent temporarily work abroad, as well as those cases in which the legal guardian, other than the biological parents, faces this situation.
 
The initiative also stipulates that SPAS and social service assistants within local councils, as well as the general departments of social services and child protection in all Bucharest’s six districts are obliged to draft monthly evaluation reports for children whose parents temporarily work abroad and who were entrusted to relatives.
 
The Senate tacitly adopted this legislative initiative, as the first legislative body notified on the matter.
