According to the 2009 state budget draft obtained by MEDIAFAX, ministers are obligated, when they approve budget expenses, to ensure in full and with priority funds needed to co-finance programs and projects with international financing, as well as funds needed to meet commitments undertaken by Romania upon EU accession.

Moreover, the money assigned for projects financed with non-reimbursable post-accession funds cannot be redistributed to other purposes at budget revisions throughout the year and cannot be transferred to the government’s budget reserve fund.
