Romania will submit an analysis of the situation in the Black Sea area and a set of measures in a non-paper (unofficial presentation - e.n.) to the European Union and NATO members, Romanian president Traian Basescu said Friday.

“Romania will submit a non-paper which contains an analysis of the regional situation and its outlook, which also includes solutions,” Basescu said before leaving for the extraordinary European Council in Brussels on the Georgian conflict, adding that the document is not public.

These measures are aimed at making small states in the region feel safe on the one hand, and at continuing to develop alternative energy supply options in the area.

Basescu added the propositions do not refer strictly to Georgia.

He said Romania will appeal to trans-Atlantic solidarity, and will continue to back the idea that solving frozen conflicts in the Black Sea area, including the Transdniestrian conflict, is possible only by observing international law, the right of sovereignty, of territorial integrity and of inviolability of state borders.

"We will ask the European Union to reopen discussions within the United Nations Security Council on the matter of frozen conflicts around the Black Sea, which should also include the case of Kosovo,” Basescu added.

Romania will also ask the European Union to get involved in negotiations on frozen conflicts in the region, will suggest the replacement of the peacekeeping mechanisms in those areas and will support the increase of the role NATO plays in the Black Sea area.

Basescu said the European Union’s support is vital in avoiding the isolation of Georgia and Azerbaijan.

"We will demand a clearer European perspective for the Republic of Moldova,” Basescu added, referring to EU negotiations for the Republic of Moldova.

Romania will also back Ukraine and Georgia in their aspirations for the NATO Membership Action Plan.

Basescu said humanitarian aid to Georgia must continue and the European Union should participate in the country’s reconstruction process.

Although Romania will not ask that sanctions be imposed on the Russian Federation, it will ask Russia to abide by the promises made in Istanbul regarding the pullout of military troops.

Romanian officials will back the development of the projects Nabucco and P8.

Romania will be represented by president Basescu, Prime Minister Calin Tariceanu and foreign affairs minister Lazar Comanescu at the European Council meeting in Brussels.
