Geoana said during an election rally in the northwestern city of Cluj-Napoca that the government owes EUR2 billion to companies that should get VAT reimbursements and overdue bills, but the money is held at the Finance Ministry and only companies giving funds to Basescu's campaign get paid.

"Two billion euros the state owes Romanian companies that built schools, roads, sewage systems, are being deliberately held at the Finance Ministry. Two billion euros in bills and VAT that companies should get and need to continue their activity and keep jobs. This money is trapped at the Finance Ministry and not paid to companies that don't give in to blackmail and sponsor Basescu's campaign. That is unacceptable," Geoana told about 1,500 leftist supporters at the rally.

Romania holds presidential elections on November 22.
