The draft law was sent back to the committee by the Chamber of Deputies at the beginning of March. The committee had to resume debates and discuss all amendments, both those in favor of euthanasia and those in favor of spaying and neutering stray dogs.

Committee president Sulfina Barbu said Tuesday local authorities will decide whether to neuter stray dogs and return them to the streets or euthanize them, after keeping dogs in pounds for 30 days for adoption.

Barbu said only gravely ill, aggressive and old dogs will be euthanized.
