Romanian President: All Legal Bodies Must Uphold Legal Sys Reforms

Romanian President Traian Basescu said Friday, within the event marking 100 years since the inception of the High Council of Magistrates, that the actual reform of the legal system can be achieved if all legal bodies join forces in this respect, not only through pressures from outside the system.

"I do not think legal system can actually be reformed only through pressures from outside the system. The success of a reforming process depends on whether all legal bodies really understand and want a reforming process," said the head of state, stressing that, regardless of the actions of external factors, it is highly necessary that all legal bodies work closely side-by-side.

Basescu also pointed out that, under current circumstances when the number of litigations pending trial has increased significantly, it is the Council’s duty to tackle staff shortage and the adoption of human resources laws in the legal system.

"The legal system is a public service and it must stay this way. In order to be efficient, this service must meet the needs of the civil society. The legal system must help people regain the sense of justice. The need for justice determines Romanians to resort to all possible legal ways. That’s the reason why we see millions of files pending trial and Romania is one of the countries with the highest number of cases pending trial at the European Court of Human Rights," the head of state concluded.
