Geoana said he does not accept the theory whereby the Black Sea is no longer important, due to the fact that China is regarded as the world's second pillar of power, after the United States.

Geoana said the development of the Black Sea can only come following the combined effort of all countries in the region, which should put aside their historic differences and work together.

Geoana warned that the global financial crisis introduces new risks in a region of states with emerging economies, such as unemployment, organized crime and revolution. “We must be extremely careful not to let this crisis bring about a greater danger,” he concluded.
