According to the draft, the price cap aims to help customers differentiate between services provided through this kind of number and those provided through other numbers with special fees (09xx xxx xxx).

The draft implements a new mechanism through which providers of public interest services may reserve numbers. The decision also proposes a two-year transition period to allow national operator Romtelecom to change the short numbers 1921, 1930, 1935, 1951, 1957, 1958, currently used to provide services of public interest, to five digits, according to the model 19vxy.

The draft decision is up for public debate on ANCOM's website, until April 22.

ANCOM is the institution that establishes the rules for the communications market in Romania and oversees the observance of these rules.
