According to the quoted sources, the head of state said once a clear majority is formed negotiations can begin.

The same sources added no name was mentioned as head of the Executive.
 
Basescu allegedly told participants that nobody should be excluded from the negotiations, but he did not name a specific party.
 
The president expressed hope that the talks between parties will show results by Wednesday, thus he will be able to announce a Prime Minister.
 
According to the quoted sources, Basescu allegedly offered to play mediator if talks between parties reach a deadlock.
 
In addition, Basescu allegedly said this is the real moment when negotiations start.
 
According to article 103 of the Constitution, the candidate for the position of Prime Minister will request, within 10 days from appointment, the vote of confidence of the Parliament regarding the Government agenda and list.
 
The Government agenda and list will be debated in the Chamber of Deputies and Senate in a joint meeting. The Parliament will grant confidence to the Government through the vote cast by a majority of Members of Parliament.

Article 104 states that the Prime Minister, the ministers and the other members of the Government will each take the oath in front of the President. The Government, and each of its members, starts functioning once the oath is taken.
 
Romanian President Traian Basescu held talks Monday with the leaders of parliament parties. The President’s invitation was launched after the social democrats’ announcement that they will start negotiations with the democrat liberals to form the Government.
 
The talks were attended by Emil Boc, Theodor Stolojan and Adriean Videanu – from PDL, Mircea Geoana, Daniela Popa and Ilie Sarbu – from the PSD+PC Alliance, Calin Popescu Tariceanu, Crin Antonescu and Teodor Melescanu – from PNL, Marko Bela, Kelemen Hunor si Laszlo Borbely – from UDMR, while the delegation of national minorities was led by Varujan Pambuccian.
 
President Traian Basescu was accompanied by advisers Cristian Preda, Sebastian Lazaroiu, Stefan Deaconu and spokesman Valeriu Turcan.
 
None of the parties involved in the talks made any statements after the meeting. The parties will now continue talks for the creation of a Parliament majority and the new Government.
