Romanian non-banking financial institutions (NBFI) are invited to the central bank sometime next month for talks on the regulation of access to information supplied by the Bank Risk Central, said Thursday the head of the financial activity and NBFI service within the central bank, Angela Dimonu.

"We are currently working on the draft amendment to the regulation regarding access to information supplied by the Bank Risk Central and we invite the NBFIs to talks next month," Dimonu said Thursday during a conference organized by Romanian Banks Association, or ALB.
 
In his turn, ALB president Jean Claude-Boloux said the members of the organization wish to have access to risk databases, such as the Bank Risk Central, the Payment Incident Central and the Credit Bureau.
 
"The default rate will grow for consumer loans, as we do not have access to risk databases. If we had access, the default rate would drop a bit," Claude-Boloux said.
In addition, he reiterated there is disloyal competition, partly because NBFIs are registered in two separate registries, namely the General Registry and the Special Registry, which impose different rules, and partly because of companies acting on the local market based on a European passport, which makes them accountable to regulations in their countries of origin.
 
On the other hand, Dimonu said Ordinance 28/2006 regulating NBFIs was drafted from the start with these two registries in mind and the central bank does not intend to change this structure.
 
"The central bank lacks the resources, motivation and legal basis to supervise all entities present in the General Registry, and what counts for financial stability are the 50 entities in the Special Registry, which cumulates over 90% of all NBFI business," Dimonu said.
