Romanian Deputies Adopt Uninominal Voting System Law

Deputies accepted an amendment brought forth by the leftist Social-Democratic Party (PSD) in opposition, according to which county council presidents are to be elected uninominally.
 
For the parliament elections, deputies maintained the electoral threshold at 5% or the gaining of six mandates for deputies and three for senators.
 
The uninominal colleges will be established while maintaining the representation norm, namely, 70,000 inhabitants for a mandate of deputy and 160,000 for a mandate of senator.
 
According to the representation norm, the population with voting right will be taken into account when setting the number of MP mandates, based on the latest census published by the country’s Institute for Statistics (INS).
 
Parties or alliances will be able to enroll a single candidate in a uninominal college, based on the principle- one vote- one candidate – one elected.
 
Independent candidates will need the votes of at least 4% of the total number of voters registered on the standing electoral lists within the respective college, but no less than 2,000 for the Chamber of Deputies and 4,000 for the Senate.
 
Deputies also adopted an amendment brought forth by social democrat MP Anghel Stanciu, stipulating the redistribution of MP mandates based on the total number of votes cast by parties or alliances.
 
The Chamber of Deputies is decisional forum on this law, which will reach the president’s office for promulgation unless appealed with the Constitutional Court.
 
The provisions of the law will become effective 30 days after it is published in the Official Gazette.
