The bill, which amends education Law 1/2011, says state university education is free of charge for the number of seats approved annually by the Government.

According to the bill, private universities charge tuition fee, whose value is set by the university's board or senate.

The draft act also states that the ratio between the number of students in a university year, attending a certain educational program, and the number of tenured teachers must not be higher than 40 to 1, both in state and private universities.

The Senate, which has the final say on the matter, will debate the bill this fall, after the Parliament's recess.
