The Health minister said these are legal substances that, included in the composition of certain cigarettes in the right amounts, have effects similar to that of heroin.

"Since we lack regulation for such cases, we need to seek solutions to solve these problems. It is my understanding that several shops follow a British model and sell such substances, which are legal at the moment,” Bazac said.

The Romanian Police said in a press release that the shops selling such items have been investigated.

"Following lab analyses the conclusion was that the substances are not included in charts of controlled substances (…) and are not acknowledged by the UN and the World Health Organization as drugs (…) which is why they are not seen as controlled substances by the two conventions," the Romanian Police said.
