Romanians Who Fail To Pay Health Insurance Contributions To Receive Only Emergency Care - Bill

The bill states people who don't have health insurance receive medical care based on a minimum healthcare package set through the frame-Contract.

According to the bill, contributors have the right to a basic healthcare package and those who fail to pay the contribution for three consecutive months will have this package reduced.

People whose monthly income is lower than the minimum gross wage, as well as those who gain no income and are not exempt from paying the contribution, must pay health insurance contribution computed considering the minimum gross wage.

Pensioners whose income is lower than 740 lei (EUR172), people who receive unemployment aid, those on parental leave, convicts or people placed under preventive arrest, who gain no income, are among those exempt from paying the contribution.

The provision also applies to the spouse or parents without income, that are dependent on an insured person, as well as to people granted social aid according to Law 416/2001 or to foreigners waiting to be repatriated.

The new healthcare bill was put up for public debate Wednesday on the Health Ministry's website, www.ms.ro. Suggestions may be sent in for the next ten days, but the bill's text will remain online until January 28, 2012. (EUR1=RON4.2875)
