Ziarul Financiar a scris încă din 2007 că pensionarii speciali, care nu reprezintă mai mult de 150.000 de oameni (adică mai puţin de 3% din numărul total de pensionari de circa 6 milioane) costă statul anual un miliard de euro, adică 10% din bugetul total de pensii.
