The Romanian Senate approved Monday a legislative proposal dubbing the Rosia Montana natural and archeological reservation, creating the administration of the reservation, which evaluates the natural resources in the area and issues environment agreements, protecting, preserving and restoring the area.

Romania’s Rosia Montana Area To Become Natural Reservation

The Senate approved, with 44 pros, two cons and 11 abstentions, the draft law creating the archeological and natural reservation Rosia Montana, initiated by Greater Romania Party senators Gheorghe Funar, Aurel Ardelean and Petru Stan, as well as Greater Romania Party deputies Valeriu Buzea, Marin Diaconescu and Ioan Aurel Rus.

The proposal instates the creation of the Rosia Montana natural and archeological reservation, as area of national and international importance, "with the archeological, naturalistic and ethnographic patrimony."

The document states that the reservation includes the geographic area including the archeological landmarks. The Rosia Montana reservation is under "special administration in the purpose of protection, preservation, restoration and scientific and tourist valuation."

For the administration of the Rosia Montana patrimony, the Reservation Administration is created, a legal entity public institution, headquartered in the Rosia Montana commune, subordinated to the Ministry of Culture, the Ministry of Interior and the Ministry of Agriculture.

The leadership of the administration is provided by a Scientific Council, whose members are appointed by the Government.

The document states that, at the proposition of the Reservation Administration, the Ministry of Culture and the Ministry of Agriculture issue norms on the unfolding of various economic-financial, tourism and recreation activities, in view of preserving the site environment, preventing the pollution of the environment and the disturbance of the ecological balance.

The Administration sets and applies the restoration and preservation measures for the historical landmarks, for the protection and reconstruction of the ecosystems specific for the mountainous area.

In addition, the Administration evaluates the state of the natural resources and the level to which they are valuated, in accordance with the regeneration potential and the support abilities of the ecosystem.

The Reservation Administration issues the agreement and environment authorization for the organization and unfolding of economic-productive, tourism and recreation activities on reservation soil.

At the same time, the Reservation Administration "cooperates with public administrative authorities to protect the interests of locals and to valuate the entire cultural and economic potential of the area ion the interest of the local communities."

The Senate is the first chamber notified, while the Chamber of Deputies is the deciding structure.
