The Romanian Automobile Club, or ACR, said the country’s car tax should be included in the price of the car and added that the government’s decision to refund the sum resulted from paying the old and new car tax demonstrates the money is being collected in an illegal manner.

Romanian Automobile Club Says Car Tax Should Be Included In Car Price

The government promised to refund the sum resulted from paying the old car tax, stipulated in the Fiscal Code, and the new car tax formula, computed with respect to the characteristics of each car.

The new car tax formula will enter into force as of July 1, 2008.

ACR suggested that the government introduce the car tax in the price of the purchased vehicle. However, the organization did not state how to collect the tax after a second hand imported car is sold from one individual to another.

“We do not understand why the government does not collect the tax from producers that sell polluting cars, if it is prone on introducing such a tax,” ACR representatives said.

According to the new grid, car owners will pay a higher tax for new cars, which are seen to be used for a longer period of time than an older car. The new formula of the car tax will consider the level of carbon dioxide emissions for Euro 3 cars, in addition to Euro 4 cars.

Non-euro cars might be removed from traffic starting with 2011, based on a directive from the European Union on the elimination of these cars, currently debated by the European Executive, while the costs for the procedures would be covered from the state budget.

Non-euro cars include Dacia1310 made before January 1, 1996, Trabant, Oltcit, OpelAscona, Renault16, Renault21, OpelKadett, Renault5.

The Romanian government indicated, in the founding note for the draft emergency ordinance on the pollution tax for cars, that the Romanian car park has an average age of 13 years, and cars with non-euro, Euro 1 and Euro 2 pollution norms represented, in 2005, some 90% of the entire car park.
