Romanian Education Unions Put Off Collective Labor Contract Negotiation

Romanian unions in the education sector postponed again the negotiation of the collective labor contract Thursday until the government removes provisions that affect the rights of students and teachers from its decree lowering bonuses in the public sector.

Representatives of teachers said the decree cannot be enforced because it affects the rights of employees in the education sector.

Union leader Aurel Cornea said the emergency decree bans the granting of a merit salary, payment of overtime, bonuses for harmful working conditions and all other bonuses. He said the decree repeals certain legal provisions created especially for the education system, such as free public transportation for students and teachers and students’ right to have specialized teachers for physical education classes.

"Alma Mater" Federation leader Razvan Bobulescu told MEDIAFAX Thursday that the government decree breaches organic laws which grant salary rights to education staff.

Unionists said they will resume negotiations when the working commission with the Labor Ministry starts discussing a new draft decree lowering bonuses in the public sector, but highlighted that teachers can’t discard their salary rights regulated in special laws.

Several unionists agreed Tuesday during a meeting with labor minister Marian Sarbu, to propose solutions by March 15 for the drafting of a new emergency decree lowering bonuses and indemnities in the public sector.
