Tartoussi pleaded with the magistrates on Friday that he has to go to Great Britain to admit paternity, and he offered guarantees for his return to Romania.

The Court’s decision is not final.

Syrian businessman Omar Hayssam fled Romania while under a terrorism inquiry for his role in the kidnapping of three Romanian journalists in Iraq two years ago.

Omar Hayssam is the subject of an international arrest warrant after his being sentenced by the Bucharest Appeals Court to 20 years for his role in the kidnapping of three Romanian journalists in Iraq in 2005. He fled Romania shortly after he was paroled on medical grounds in the first half of 2006.
