Romania's Minister of European Affairs, Leonard Orban, said the difference between the funds Romania received from the EU between January 1, 2007 and June 30, 2011, and its contribution to the EU's budget is more than EUR4.9 billion.

"Romania is definitely not a net contributor to the EU budget and, despite the poor absorption of cohesion funds - 3.7% at present - the balance is positive. It might be over EUR5 billion today," Orban explained.

Janusz Lewandowski, European Commissioner for the budget, said the net balance between funds received and contributed really is positive, mainly owing to financing attracted by agriculture. The commissioner hopes the balance will be built on cohesion funds as well, in the future.
