Romania's National Health Insurance House will remain autonomous and in charge of the healthcare budget, and its head will still be appointed by the prime minister, but it will acknowledge the health minister's authority in the implementation of public policies.

Romanian National Health Insurance House Remains Autonomous

This system was agreed upon by the Democratic Liberal Party (PDL), the main group in the ruling coalition, and the Democratic Union of Hungarians in Romania (UDMR), which holds the health ministry portfolio, PDL spokesman Sever Voinescu told MEDIAFAX.

The arrangement prevents conflicts between the House and the Ministry, Voinescu added.

The Health Insurance House was created in 1999 and put under the ministry's authority, but was made autonomous in 2006. Last year, former health minister Attila Cseke suggested the House should be once again coordinated by the ministry, since the latter is unable to implement its policies while the healthcare budget is managed by a different institution.

Cseke resigned on August 4, displeased with the funds the Health Ministry was allotted at this year's first budget revision. UDMR nominated Ladislau Ritli to replace him.
