The representatives of the Romanian Automobile Constructors Associations (ACAROM) are in favor of the new car tax formula, but consider that carbon dioxide and other noxious gas emissions should have equal weights, so that the taxation grid does not favor any of the producers in the sector.

The 30% weight of CO2 emissions and 70% for other noxious gas emissions might disfavor non-European constructors, as they are not obliged to specify the level of the CO2 emissions in the car’s manual. Therefore, even if the car is less pollutant, the constructors may pay a higher tax computed depending on the level of other noxious gas emissions, said Constantin Stroe, head of ACAROM.

 “I agree with the new car tax formula because it observes European stipulations on protecting the environment,” said Stroe. However, he put forth the problem of the 30% weight of CO2 emission levels and that of 70% for other noxious gas emissions.

Environment minister Attila Korodi on Monday said that for Euro 4 and Euro 3 cars, the weight of CO2 emissions will be of 30% while that of other noxious gas emissions of 70% in calculating the car tax.

The ACAROM representative said that the weight of gas emissions should be equal, which might stimulate constructors to make less pollutant engines. He added that people buying a new car, with gas emissions under 130 grams of CO2/km- the European limit- should be rewarded and encouraged to buy less pollutant cars.

The new car tax formula stipulates that the CO2 emissions level will be considered for both Euro 3 and Euro 4 cars. It also stipulates that car owners will pay a higher tax for new cars, which are seen to be used for a longer period of time than an older car.

The official said he will present his observations during the April 10 public debate regarding the car tax issue.
