The anti-crisis measures will be enacted by an emergency ordinance, in order to be enforced immediately, and will be part of a separate budget chapter, not being included in the ministries’ budgets, Cezar Coraci, head of the Employers’ Confederation of the Romanian Industry UGIR-1903, said Friday.

"I asked the Prime Minister to include the anti-crisis measures in a separate chapter of this year’s budget and not in the ministries’ budgets, so that the institutions would not be able to redistribute the money for other expenses. The Prime Minister saluted my proposal," Coraci said after meeting Prime Minister Emil Boc.
 
The employers are satisfied with the structure of the sums assigned by the state, he said. According to him, 45% of the money will be used in financial-economic issues, 25% will be directed towards different sectors of activity and only 30% of the funds will be used in social protection programs.
 
"If 70% of the money will be used to sustain the country’s economy and only 30% will be granted for social programs, this plan will have good results," Coraci added.
 
According to him, the social partners requested the state authorities to dissolve certain government agencies, given that their expenses exceed EUR1.5 billion.
 
If included in the 2009 budget, the anti-crisis measures discussed between the Government, the unions and the employers will lead to a minus of revenues to the consolidated general budget of 34 billion lei (EUR1=RON4.2910), or 5.9% of the GDP, and will allow the budget to cash in only RON5.9 billion, or around 1% of GDP, according to a report sent by the Finance Ministry to unions and employers.
