The road tax and TollRo enter a new phase. CNAIR announces when the new rates will take effect

The National Road Infrastructure Administration Company (CNAIR) stated in a press release issued on Friday that the implementation of Romania’s Electronic Road Tolling System (STRR), developed by SETRE Romania, and the TollRo system will take effect starting August 31, 2026, in accordance with the provisions of Article 12(1) of Law No. 170/2026, in conjunction with Law No. 226/2023.

According to CNAIR, TollRo will apply to registered vehicles used on the SETRE Romania network that are designed and built for freight transport, with a maximum authorized total mass (MTMA) exceeding 3.5 metric tons. The fee will be collected through STRR, and mixed-use vehicles will be treated, for the purposes of TollRo application, as freight vehicles.

Although the systems will be operational as of August 31, CNAIR emphasizes that the fees will not be applied immediately. The agency notes that Article 29(1) of Law No. 226/2023 stipulates that CNAIR’s implementation of the vignette and TollRo will begin on October 1, 2026, under the conditions established by law.

Consequently, August 31, 2026, is the deadline for implementing the STRR and TollRo infrastructure and IT systems throughout Romania, and October 1, 2026, is the date on which the road vignette and TollRo fees will actually begin to be collected.

CNAIR also announces that the interoperability of the Romanian electronic road toll system with similar systems in other European Union member states, through the European Road Toll Service (SETRE), will become operational as of January 15, 2027. This measure is provided for in Article 11(2) of Law No. 226/2023, as amended by Law No. 103/2026, and will enable the integration of the Romanian system with European road toll platforms.
